James B. Frazier Sr. was born on October 18, 1856 in Pikeville (Bledsoe County) Tennessee. He graduated from the University of Tennessee in 1878 and then read law in Nashville, Tennessee. He was admitted to the Tennessee bar in 1881, after which he began practicing law in Chattanooga. He served as governor of Tennessee from 1903 until 1905, when he was elected to the United States Senate to fill the vacancy caused by the death of William B. Bate. He served in the Senate until 1911, when he returned to Chattanooga and resumed his legal career. Frazier died on March 28, 1937 in Chattanooga.

These collections contain correspondence, newspaper clippings, speeches, congressional material, scrapbooks, and other papers documenting the life and career of James B. Frazier.
